REPORT OF THE GRAFTON CABLE TELEVISION OVERSIGHT COMMITTEE
2010 ANNUAL TOWN REPORT

The Grafton Cable Television Oversight Committee provides general oversight of all cable access operations in the Town. Also, the Committee monitors the overall performance of both Charter Communications and Verizon with respect to their Grafton cable operations.

Listed below is a summary of Access Activities:

Public Access Usage:

During 2010, portable equipment was provided for producers 41 times, with Linear Editing equipment not being requested but utilized for School Committee editing. Non Linear Editing equipment was requested 218 times and 107 studio shoots were produced in the year 2010. There were 107 bulletins posted on the GCTV Bulletin Board, 35 bulletins posted on the GGTV Bulletin Board, and 4 bulletins posted on the GETV Bulletin Board in the year 2010.

Public Access Production Course & GCTV Education Opportunities:

The GCTV Production Course was offered in the spring of 2010 and 2producers were certified. A second production course was offered in the fallof 2010 and 4 producers were certified.

During the summer of 2010, GCTV offered two Summer Kid's Class during the months of July and August. The week long workshop focused on teaching kids the ins and outs of studio production, and the class made a program as their final class project.

Throughout the year, GCTV offered both individual and group workshops of non-linear editing systems available to producers. The most popular of these editing system workshops was Media 100 Producer. There was one individual workshop session with Final Cut Pro, and several Corel Video Studio workshops with uploading to You Tube.

Programming Summary for Grafton Public, Government & Education Access Channels:

Sports programming for 2010 on GCTV included the Grafton Chiefs JPW 2009 Superbowl, and rebroadcasts of the Grafton High School 1986 Superbowl. In addition, GCTV continued to air "Go Fish with Dan Kenney" a fishing series from Leicester Cable Access, and "Backpacker's Journal", both produced in house at GCTV.

Sports programming on Grafton Education Television in 2010 included 2 broadcasts of the Harlem Wizards Fundraiser Basketball Game.

Interview, news, and politically oriented programs broadcast on GCTV-11 in the year 2010 included a PSA for Flu Facts, WRB Forum on Diagnosing Health Care Reform, MS Update, The Blackstone River Valley Research Study, Ask The Candidates- A candidate interview forum hosted by Rick Schultze, The Grafton Senior Center's 911-Triad Program, WNSO featuring 2 Guys that Like to Talk- filmed at Northbridge Community Television, Grafton Celebrates the Holidays- An Interview with the Grafton Holiday Committee

In 2010, interview, news and politically oriented programming broadcast on Grafton Government Television, Channel 12 were: live and replayed regular Board of Selectmen, Planning Board, Secondary School Building Committee meetings, and School Committee meetings were taped for rebroadcast.. All regularly scheduled and special Town Meetings were broadcast live and replayed on Channel 12. Special Government broadcasts included: The Senior Center Lecture Series, A Conversation with Senator Moore, The League of Women Voters Candidate's Night, Care Globally Act Locally, Founder's Day 2010, Town Meeting Preview with Roger Trahan, The Grafton Energy Fair, and various School Committee Workshops.

Grafton Education Television, Channel 13, also rebroadcast School Committee and Secondary School Building Committee Meetings, and the GHS weekly news program, "GHS On A Roll" continued to be broadcast in 2010. Additionally, the following news and politically oriented programming was broadcast on Channel 13 in 2010: School Committee Workshops, Celebrating Community Partnerships in our Schools, and the MSBA Presentation to GHS from June 5th, 2010.

School and Children's events were broadcasted on Grafton Education Television in 2010, including: The 2009 NGES Holiday Concert, GHS Presents…Beauty and the Beast, GHS's 2010 Graduation, GMS Presents..Guys and Dolls, GHS Presents.. The Dining Room, the NGES Halloween & Book Fair Parade, and the GMS Jazz Band and Vocal Ensemble's "Take Note"

Music Programming on GCTV in 2010 included The Founder's Day Choral Concert, GCTV Jams Featuring Ricky Duran, Ricky Duran from the Grafton Inn, Music Reminiscence with Roger Isabelle, Local Rock from Millbury Public Access, It's Polka Time and a PSA from the Blackstone Community Concert Band.

General Interest programs broadcast of GCTV Channel 11 included: The 2010 GEA Spelling Bee, Searching for Bear- a Portrait, Are You Ready- an Emergency Preparedness Game Show, The Elm Park School Graduation from Worcester, Grafton's 275th Anniversary Celebration and Parade, and the 2010 GCTV Halloween Marathon.

Returning general and public interest series originating from GCTV in 2010 included 2 Guys Who Like to Talk, Animal Adventures, Ask The Geezers, Backpacker's Journal, Blazis Safaris, Cooking With Tasha, Dark Nights of Grafton, Day Trip to History, Drive In Theater, From the GCTV Vaults, Good Neighbors, Grafton Oral History Project, Heart wings Place, History in the Making, JR Presents… The Holy Blabbermouth, Reverb, The Rock and Metal Show, Silly Me TV, and That's A Good Question. In addition, several shows which originated outside of Grafton Access were aired including: Along The Blackstone, Blooming' with the Bemis', Diocesan Special, The Dungeon of Dr. Dreck, Its Polka Time, Physician Focus, The Literati Scene, Thyme in the Kitchen and Veteran's Forum.

2010 Grafton Access Television News:

GCTV continued to serve the community as a relevant source of information and arts. A Cable License contract renewal with Charter Communications occurred in September of 2010, continuing the support of the Public, Educational, and Government broadcast channels. The addition of new Station I.D.'s and shows promos were developed to increase awareness of GCTV's role in developing new content. The addition of a Facebook page for GCTV also helped to boost interest of the studio's programming. Outreach to community events was strong with the coverage of Grafton's 275 Anniversary Parade, Old Home Day, and Founder's Day events. The year concluded with the 12th annual, 3 and ½ hour New Year's Eve Extravaganza which broadcast live into 2011.

New Equipment Purchases in 2010:

The Committee authorized the following major equipment expenditures during 2010: new studio lighting and background system, a new non-linear editing system, increased capacity for the video server and increased electronic file storage for the studio.

Funding:

Cable access operations are funded through payments made by each cable provider.

Public Input:

We welcome input from the public and access producers – all are invited to attend our monthly meetings or to contact us. The Committee meets monthly (usually the third Saturday) and meetings are always posted at the Municipal Center. The Committee can be reached by writing to:
